Will this TrueNAS?

I would not consider it for CORE. No ECC memory. Realtek LAN. The storage capacity in relation to the size is really attractive, yes.
SCALE, possibly, with better Realtek support than FreeBSD has. But you would still run your storage appliance without ECC.

1. Apparently, iXSystems doesn't recommend AMD systems.
2. It has RealTek NIC. Intel NICs are recommended.
3. Doesn't list SATA controller chip. You specifically want to avoid chipsets that have built in hardware RAID. BIOS manual indicates you have the option to toggle between direct access and RAID mode, but without knowing the SATA chipset, you risk not having driver support.

I'm keen to upgrade my HP Microserver Gen8.

Is there some small factor kit new or second hand like upon https://www.carousell.sg/ I should be leering at in Singapore?

Which gen intel should I be targeting if not team Red then?

If buying used, stay away from Intel CPUs with known or suspected LPC clock degradation issue.
See erratum

I have 2 QNAP TS-453A and 1 QNAP TS-253A running TrueNAS CORE. Not blazing fast, but faster than OEM QTS software. You can look for used NAS on eBay. All depends on your needs and budget.

I am using a ASrock DeskMini with AMD CPU as my main PC, and typing this post on it. But, unless your needs are very limited, it's not meant to be a NAS system.

As for AMD CPUs not being recommended for TrueNAS, yes that was the case a few years ago. FreeBSD has less support for AMD CPUs than Intel. Further, years ago people wanted to use the absolute lowest end AMD SoCs which would not even perform as well as a Raspberry Pi.

Today with newer AMD CPUs, in the desktop line, (Ryzen), embedded server line, (Epyc & Ryzen), and full server line, (Epyc), it's a different story.

My new NAS is going to have a full Epyc, (not embedded), though it's a more modest configuration than it could be. Just need a round toit before I can finish the build.

Guess I'm after a https://www.reddit.com/r/sffpc/ system for about ~600USD that's quiet. Ideally cheaper second hand. I only really need to host two (four would be nice) large 2.5" spinning metal disks.

Basically a 2021 HP Microserver Gen 8.

If I understand correctly, their are no large 2.5" CMR disks. They are all SMR, which is generally not a good idea with ZFS. The more space used, (or re-written), the more fragmented they become, (and the slower they become). When time comes to replace, it can take 10 times as long as a similarly sized CMR disk.
