i have a emc server with:

Intel(R) Xeon(R) CPU E5-2640 v2 @ 2.00GHz
and 260 gb ram.

how should i sett it ut for a win 10 vm?

Hove many vCPUs, cores and theads.

and how much ram?

i have been doing som log lasting file transfers and then it seem that all ther ram are being used to that. so when i boot my vm its realy slow.
if i have the vm always on and start on server boot will it then reserve the set ram for vm?

Using VirtIO drivers for the disk and NIC.

1, 2, 2 should be plenty.

8GB is the minimum recommended by Microsoft, you could make it more reliably performant with 12 or 16GB.

It doesn't really work the way you seem to think... but RAM for a running VM is indeed reserved.

It's likely the performance hit you're seeing is related to the disks being busy with the copy and the boot process requiring disk reads in the VM.

If you left your VM running, the need to boot is already done, so should not present that problem (although other operations needing the VM's disk may be slow).

Running your VM's disks on a pool separate (and SSD-based) would eliminate that issue.

I have a similar'ish? server with Xeon Silver 4210T and 224 GB RAM.

I run Windows 11 VM, which is a little bit more RAM hungry.
Hove many vCPUs, cores and theads.
I use 1vCPU, 2 cores, 1 thread. Seems to do the job, but my usage is also pretty light (just a bunch of instant message apps).

16 GB, but I'm considering lowering it to 8 GB maybe cause it doesn't seem to be using that much. Again, my usage is pretty light. For more intensive usage, I'd probably use 16 GB.

Your VM being slow, I'd guess has more to do with lack of IOPS. I run all my VM's on striped mirrored SSD's.

Did you install VirtIO drivers in the Windows VM?
