You need to have a dataset somewhere... but that can be the root dataset of your pool if you want. You can make a subdirectory and share that with SMB if that's how you want it.

If this is a new server, best practice is to create datasets and share those out. There is no real cost to creating a dataset, and it allows you to set a unique snapshot and replication schedule for the share.
