So I have installed rtorrent but I when launching it it can't read the .rtorrent.rc and hence stops working.
Any tips on what I'm missing, any permissions set wrong? Owner ship?

~/.rtorrent would be in the rtorrent service user's home directory?
What user are you running that service as, and what is that user's home directory?

The guide assumes the sh file is started from cron, by the admin user. in which case the .rtorrent.rc file is readable. Are you expecting to be able to start rtorrent from the script yourself? If so, you should 'su admin' first.

Why is this tutorial even necessary, there's an rtorrent port/package that could be installed and I'm assumes works as expected?

Im seting up a seedbox with rutorrent but it cant connect to rtorrent, thought it was socket, tcp Ip port issue, but noticed that rtorrent wasnt started.

'ps aux' would show if it running.

The correct way to run a service is to use an rc.d script, not run something from cron, lol

Welcome.
Moving isn't what's important, ideally that script would be adapted into a rc.d type script.
