If you have snapshots enabled (either periodic or manual) then you can access the snapshot to recover the file. This might be as simple as using volume shadow copies (eg: the "Previous Versions" tab in Windows)

However, if you haven't set up snapshots, effectively it's gone. You can try to use some voodoo with zdb if you know where the object itself is stored and are willing to take the whole server down in the interim, but that's not guaranteed either.

Is there no way to activate some kind of recycle bin?
The snapshoot is managed by the admin, I would like the user to be able to manage it.

You can retrieve individual files from "previous versions"/ snapshots. Typical behavior in an office where people know how to use this feature is to open a previous version of a directory and copy out the old version of the file. There is an SMB recycle bin you can enable (hidden folder at root of share), but it is generally inferior to snapshots and has significant caveats if you have nested datasets.

Please help me understand how to do it.

"Previous Versions" is a Windows feature associated with its file history and restore points.
How can I associate it with a Freenas folder?

The snapshots, if I have not misunderstood, I manage them from the administration panel.
How does a "normal" user recover deleted files from a snapshot if he does not have access to the panel?

Finally, if the trash is hidden, is there a way for it to be displayed?
There are also hidden folders in the Windows and Linux File Manager, but you just need to enable an option to make them visible.

Check out this video: https://www.youtube.com/watch?v=8AjuEG_Ug4g from Lawrence Systems. In there he describes how to use snapshots and also shows how to recover files with it from windows like anodos tried to explain to you.
