Recommend a build for web server and file server?

Please recommend me Hardware for Freenas build for a web server with huge family album gallery this will be for personal use and few friends, do I need faster processor with more cores and thread and hyper threading or higher memory?
I plan to use about 50tb of 5*10 drives.
Probably 1 parity and back up to backblaze.
I am doing this baremetal.
Also, do you recommend dual cpu?
I will be picking up cheap used Xeon processors of ebay. Ideally I would prefer lower wattage cpu.
I was looking at E3-1220 V2 its at 20Watt, I can have this for under 25 bucks.
Thinking dual cpu would do the trick? Or there is a net option and the cpu is not good cos it does not have hypre threading and only has 2 cores?

I don't think it necessarily needs to be "dual CPU," but when running a web server you do want to be aware of the number of threads -- more threads for more connections. If it's only a few users this probably isn't anything to be largely concerned with.

The CPU you pointed out is not 20W TDP, though -- it's 69W:

If you really do have 40TB of images you'll be hosting, you'll probably want to take cache size into consideration (this means RAM for ARC, and possibly investing in hardware for an L2ARC).

Sorry I can't give a more thorough answer, I'm not a professional, but a better scoping of your use-case would make it easier to give suggestions on.

“Few users” and “personal use” makes power consumption probably more relevant than CPU speed/core count or RAM size. If you’re hosting on a typical cable connection, a tiny Atom-based system could saturate your upstream connection without breaking a sweat.

You will likely have more CPU than you need from any modern single processor that supports ECC RAM. (I’m in the camp that demands ECC for family picture security and durability.) Also remember that zfs is not backup by itself. Make sure you have a backup plan that you’re comfortable with before putting all your eggs in one basket, even if that basket is running on zfs.

Well server should be rack mountabel or tower ?
If power consumption is a must, cpus from intel with "L" naming are for you. Like E5-2450L. On intel site it says 70w tdp. Funny is that my g8 with 2 x 2450L consumes 67w at the wall, al 3 of them.

If you are ok with 120-180w / hour, you can go for a dell R720 12 bay model.

HP will consume less then Dell at the same config and specs.

Each drive you will put in the server is 5w at the wall, so 50w will be only the drives, beside the server.

You could go with dell t20, hp ml 30.

So here is an update. I brought the hardware.
I wanted to pick up a motherboard that had atleast 8 SAS2 based sata ports, so that they can go with 8TB disks and above.

Motherboard : SUPERMICRO MBD-X10SL7-F-O Micro ATX Server Motherboard LGA 1150 Intel (picked up open box from newegg) for almost half the price.
CPU: Intel® Xeon® Processor E3-1280 v3 (8M Cache, 3.60 GHz) (used from ebay)
Memory: Crucial 16GB (2 x 8GB) 240-Pin DDR3 SDRAM ECC UDIMMS Unbuffered DDR3L 1600 x 2 total at 32GB Memory (used from ebay for half the price as its sold on newegg).

Let me know how i did?

Your suggestions for R720 case was a good one, but the Dell server being too loud, I wasnt planning on one. I already have 2 of the 3U supermicro chassis with 18 bays and I am not using either of them. Supermicro's all 1u, 2u, 3u's can be loud even if you sent the fan speed in your ipmi controller. Only the 4U's are decent in terms of noise. I have my rack sitting in the living room area, will be moving the rack to a dedicated server room sometime next year when we move to a bigger house.

I brought a Norco RPC-3216 3U chassis, and replaced the stock fans with noctua fans, and they are super silent now. Though Norco chassis are sub par as compared to dells and supermicro's, but once they are set up, they go into the rack, ever to be touched work very well.
The PSU is a XEAL TC-2U50PD8, again very low noise and Gold Standard and is server grade PSU's.

Here's my server. (the freenas norco is not on it yet, will be removing one of the supermicro 3u to make room for freenas chassis.
