Plex hardware transcodinh

Hi all,
I have no idea how to fix these errors for plex hardware transcoding:

I have looked online and it says delete codec in codec folder so it redownloads it but I cant find that folder or the codec.

other than that I have no clue how to solve this issue. it worked no problem before but all of a sudden perhaps after update it stopped.
