Moreover, if that's actually a PCI card (rather than PCI Express), any system that could use it would be positively ancient and hardly suitable for TrueNAS.

It is not clear what you are trying to accomplish with getting additional ports.

So please be warned that simply using/buying random hardware will likely create problems and frustration. ZFS and TrueNAS are enterprise-grade products, so certain things are different from e.g. unRAID or a plain Linux distro. ZFS is especially particular and will contain surprises even for someone with many years of professional experience on e.g. Windows Server.

I would recommend that you explain your current setup and what you plan to achieve (use-case is more important than technical details) in a lot more detail. Then we can help you much better.
