I have two different sized drives that I would like to use in a mirror. How can I partition the two drives in order to make them the same size allowing for a mirror?

No need to partition. When creating a mirrored vdev with mismatched drives, the larger drive will partition itself to the lowest common denominator.

Can you drag the slider on either one? I have never setup a mirror but try that.

The only thing I can do with the slider is making the disk smaller, sliding left or right is just offering me 100% or 0% of that disk, dragging between the two disks is only switching them so if I drag the bottom disk ontop of or beside the top disk it replaces the top disk removing the top disk from the array and pushing the bottom disk into the position of the top disk leaving the bottom slot empty.

Try the "manual setup" option in the lower right hand corner of the box. IIRC, it will let you create the mirror with different sized drives.
