I would like to know if it is possible to install trueenas on top of debian 11 because I need to generate an iso and I can't edit the iso that trueenas consede us was looking at https://github.com/truenas/scale-build but I didn't find it a lot of information

No, it is not. TrueNAS is an appliance, it is not an add-on to Debian. You will install TrueNAS from one of the distributed ISO's available under the Download tab at the top of this page.
