Get confused with HD options [HDD Standby] and [ A.P.M]

HDD Standby:
ALWAYS ON
Adv. Power Management
Level 64 - Intermediate power usage with Standby

My question is does [Level 64 With Standby] Conflicts "Standby : ALWAYS ON" ?
