I have two identical usb ssd boot drives. The main one (drive A) has the normal truenas running on it but I like to make the second one (drive B) its backup by attaching it to the first.
Ive done this in the past without problems.

First I formated drive B on my mac.
placed it in the server and wiped it again.
went to system/boot/status then 3 dots and attach. selected drive B and marked it to use it all.
then I got the following error:

Attach Device

no clue what went wrong.

I can't find one of the many threads on this topic as there are so many that match to "mirror boot drive scale", but I have seen several that result in the conclusion that it's currently broken in the SCALE GUI, so you can't do what you want the way you're doing it.

What you can do (if you want to be able to boot from both drives at some point) is save your config, then re-install, selecting both drives in the install process, then restore your config.
