At the moment it is possible to grant access from certain IP addresses. Would it be possible (and desirable) to add the capability to grant access from certain MAC addresses? For example, if someone were to break into my WiFi they might be able to be allocated one of my "authorized" IP addresses. I know that MAC addresses can be spoofed, but I am assuming that it is not as easy.

Spoofing a MAC address is trivially easy. Getting a list MAC addresses on a network is also pretty simple. Proper authentication works much better.
