Attached ES20 Enclosure = 'root mount waiting for: ses'

We inherited several ES20 enclosures from a retired Data Domain from another location that I'd like to put to some sort of use, either in an IT lab or possibly as tertiary storage. I currently have just one of the enclosures connected to an HP DL380 G9 running TrueNAS-12.0-U4 with two Avago Technologies (LSI) SAS2308 HBA's.

I'm starting off with a single connection from one of the HBA's to the enclosures' controller A host port. During boot TrueNAS gets to a point where is says 'root mount waiting for: ses.' If left alone, the boot process will simply repeat this message every so often in what appears to be indefinitely. If I remove the SAS connector from the HBA, the system will recognize the loss of the enclosure, finishes booting, at which point I can re-insert the SAS connector, and re-import any previously created pools.

On the hardware side, I've learned that these ES20 enclosures are 16 disk enclosures that seems to have actually been manufactured by a company named Xyratex and sold as RS-1603, before they were acquired by Seagate. Other than the two page cut sheet, I can't find any real guide for this enclosure, the best I've been able to do is find Xyratex guides on the 1600 and 1602 models. This has left me scouring the literature from Dell/EMC to find info about these units.

On the software side, I've been working on familiarizing myself with SES.

Forum searches here for 'ses' lead me to sesutil, issuing 'sesutil status' on my system indicates I have a critical issue with ses0. I'm currently seeing where this will take me.

I do also have an ES30 shelf that was originally connected, but I don't recall if it behaved the same. It was swapped out because these ES20's have 2TB drives.
In the interest of troubleshooting, I connected an EMC VNXe3200 DAE6 V32-DAE-12 that we also have which does not cause issues during booting when it's connected.

Insights to the cause and solution to the 'root mount waiting for: ses' problem would be much appreciated.

HBAs; Firmware: 18.00.00.00 and the other with Firmware: 20.00.02.00.
