sometimes all the folder created by 1 of users is not seen by other users.
also, sometimes when I give a user permission for a data set it appears to him empty without any files.
have anyone face this issue.

This means that the user lacks permissions to read file metadata for the files. If you set appropriate ACL and then change the aclmode to "restricted" on the dataset, then files will be protected from errant chmod from clients.
